Standing Orders

PREFACE

This preface is meant to explain the following ROE and Standing Orders so that no confusion will occur when using or referencing these documents. The above listed documents are set forth as a frame work to ensure fairness and justice for all members of the GNSF. Being such, these document are NOT to be looked at in the same light as a “legal” document taken verbatim word for word, as it is intended to be used for it’s “intent”. That being said, grammar and spelling errors shall not be used as grounds disregarding the intent, nor shall any area where a specific item is not detailed exactly pertaining to and issue is question. In plain English this means that while some area’s are open for interpretation (as they always would be even if it was 1200 pages long), this interpretation shall ALWAYS be to fit the “intent” of the rule (for example, it does not specifically say you can not blare music while in ventrilo when players are using it for game com's, but this is non the less unacceptable behavior and a show of disregard and disrespect for the other members). Please make sure that while reading and interpreting these rules and procedures you do not loose sight of the intent. At GNSF we want a set of rules and procedure’s that can be used to uphold justice and common courtesies without turning into a “it doesn’t say that in the ROE specifically”. We are not here to practice law or dig for loopholes, we are here to keep things fair for every single member.

 

Along with the ROE, a second set of rules and procedures has been created for items not yet updated into the ROE or for those too wordy to place on the ROE page. These are usually “fleet and/or sim specific” rules and procedures and are created in the form of “Standing Orders”. A standing order is a rule or procedure that is implemented by the COC to fix a problem or detail a procedure in depth. Standing orders are sent out by Email and become effective immediately. Some may be added to the ROE page when the next ROE site update is done, while some will just stay listed on the Standing Orders site. Here is the general procedure for any procedure or rule change:

- A member of the organization proposes a change or rule.
- The COC reviews the proposal and determines its validity and may make modifications

If at this point the proposal is rejected, it goes no farther. If it is found to be valid and useful for the organization, it will continue to become a Standing Order. Also, members of the COC may at time create a Standing Order to correct a problem immediately. In either case the following will take place:

- A member of the COC will issue a Standing Order in the form of an Email. The order becomes effective immediately
- A copy of this standing order is placed on the section of the Standing Orders page.
- When it is time to update the ROE section of the site, this standing order may be moved directly into the ROE.

GNSF-SO-001 CALLSIGN

Callsigns can NOT contain a space, and must be one word (Billybob is OK. NO Billy Bob or Billy-Bob). Use of callsign only to communicate with a higher ranking Officer can be uesed BUT in battle condition ONLY (gameplay). In normal activity, a higher ranking Officer is ALWAYS adressed by his rank.

MANDATORY:

First is the CMOH + if pertinent

Second is rank (ENS to FADM)

Third the persons callsign
(Nickname)

Next comes the staff position or positions seperated by a /

If you do not have a staff position, you put in TF-(number) or HQ for Headquarters

GNSF designation is reserved to DCNO-GNSF, CNO-GNSF and FADM (*-GNSF
)

GNSF-SO-002 COURTESY AND PROTOCOL:

MEETING PROTOCOL:

BEFORE MEETING STARTS:

- You come in, salute (S), and have a seat.

- Only the top ranking Officer already in the room will return salute (S). It is his sole responsibility to do so.

AFTER MEETING HAS STARTED:

-YOU DO NOT SALUTE on arrival. YOU DO NOT SAY A WORD. Sit down quietly and do not disturb the speaker.

SALUTE:

The salute in GNSF is shown by a <S> . When contacting a higher ranking Officer, always address him/her by their rank and with ‘Sir’ / 'M'am' and give them a salute (<S>) when starting/ending conversation.

ATTENTION ON DECK:

AOD will be called by the highest present ranking Officer in MEETING ROOM, (prior to meeting start),WAITING ROOM and/or VETRILO ROOMS) when a higher ranking FLAG OFFICER or a CMOH (any rank) recipient enters the room. ALL present will return salute. EX: if a RADM is already in the room and a RDML enters, AOD will NOT be called. This is the responsibility of the highest ranking Officer in the room.

PERMISSION TO COME ABOARD:

PERMISSION TO COME ABOARD is requested BY ANYONE entering a Ventrilo or Teamspeak room with the in intention of joining chat or play .(There is one exception and it is entering the default LOBBY). The hishest ranking Officer already in the room will then grant, or deny permission. The reason for this directive is to prevent Officers from barging in on private meetings, conversations, or game play.

CONDUCT:

All GNSF Officers are expected to conduct themselves like officers and gentlemen at ALL times when wearing the GNSF uniform in public: Waiting rooms, during game play, in ICQ, Ventrilo, on the Forum, writing e-mails, etc, etc, etc. Courtesy and protocol are to be applied and followed at ALL times. If a problem occurs between Officers, DO NOT CONFRONT EACHOTHER, but FOLLOW THE CHAIN OF COMMAND and send a complaint to your CO, and ONLY to your CO..

GNSF-SO-003 PROMOTION REVIEW BOARD: REQUIREMENTS

On top of the specific mandatory requirements for each promotion, these basic fields will also be considered:

War record of the diver.
JAG records on this diver if applicable.
Awards and Citations received.
Activity over the course of his TIS and TIG.

The PRB will mostly be looking at Officer's that goes "beyond the call of duty". The key word here is "outstanding". The PRB will look for dedication and drive, honor and discipline, and past and present contribution to the GNSF...

In order to submit a candidate for promotion, the Officer submitting must be of equal or above the candidate's requested promotion rank. A CAPT cannot propose an Officer for a promotion to RDML), and part of the Officer's direct upper CoC. The burden of supplying any info requested by the PRB and defending the request falls on the submitting Officer.

MEETING THE MINIMUM REQUIREMENTS (RANK PAGE) DOES NOT MEAN AUTOMATIC PROMOTION, BUT ONLY GUARANTIES A HEARING BY THE PRB.

GNSF-SO-004 BOUNTIES

Due to some extensive and inappropriate bounty conduct, we have now changed the way bounties operate and put some procedures in place.. This Standing Order will set forth guidelines for all further GNSF bounties. This will make bounties more "universally available" for ALL members of GNSF and less likely to be abused.

- TF level bounties can still be run, but through the CTF with approval from the DCNO.
- The GNSF wide bounties will be increased to cover a range of "rank's" to make it better for all. They are instigated by the DCNO.

Bounty Challenge: When you issu a bounty challenge, you have one shot at the bounty, and one only (except for TEAM bounties... see below). If you fail, you must wait for the Bounty to change before challenging again. This is to give all an equal oportunity and prevent "hogging" the bounty Officer until you finally succeed.

To claim a Bounty, the winner (winner means also being alive) MUST send a request with a copy of the game report (and log if applicable) to the CTF if it is a TF wide bounty OR to the DCNO if it is a GNSF wide Bounty. All bounties found on the GNSF Bounty page are GNSF wide so under the DCNO's control.

GNSF wide Bounties will be set up for:

1 - LT - Collectable by ENS up to LT
1 - CDR - Collectable by ENS to CDR
1 - CPT - Collectable by ENS to CPT
1 - ADM (RDML TO ADM) collectable by ENS up to the bounty divers rank.

A bounty may be collected ONCE ONLY. Once the bounty is collected, the player is off bounty. The bounty period will last for a one week period (two weeks for GNSF wide bounties). If the bounty player lives through the week (or two weeks for GNSF wide) while surviving at least 3 challenges (5 for GNSF wide bounties) (DNF will not count unless the dive time exceeds 1 hour), he will earn an award (NAM) for successfully defending his bounty.

- NO knife fight map for sub or surface bounties. This includes any map that has a sonar mark of the other player upon startup.

- FPS BOUNTIES: Adversarial type games ONLY, 60 minutes time limit. Challenger MUST win 3 out of 5 games.

NEW - TEAM BOUNTIES: When playing TEAM bounties, one player that played and did not collect can have another try if he/she plays with a different partner.

NEW - TEAM BOUNTIES: The Team on Bounty does not have to accept more than one bounty attempt per 24 hours.

- All bounty games MUST be 1 vs. 1, except for TEAM Bounties..

- A bounty point value of 30 points MAX for CPT and above, and 15 point for CDR and below.

- The NAM award is the only award to be given for TF bounties unless approved by the DCNO prior to the bounty.

NEW... Holding a bounty until relieved will be good for a Combat Readiness Ribbon and 30 battle points.

Please check back regularly as some fine tuning of this bounty procedure may be done

 

GNSF-SO-005 TRAINING :

GNSF training programs fall into 2 different categories:

Cadet Training and Qualification Courses

 

CADET TRAINING:

Cadet training is done at the GNSF NAVAL ACADEMY by the Tactical Officers who work under the direction of the Naval Academy Commandant. (see the NA command structure here)

Tactical Officers, Tactical Officer's Instructors and SF Cadets are trained and certified by the Naval Academy. All Cadet training material is designed and approved by the NA and ultimately by the upper CoC. (DCNO, CNO, FADM)

Upon successful completion of all requirements, the Tactical Officer or Commander of Training Group shall make a recommendation to the Naval Academy Deputy Commandant who together with the Commandant verify all cadet requirements have been met. The Commandant graduates the cadet and makes all notifications to the Chain of Command.

QUALIFICATION COURSES:

GNSF dispens qualification courses for Command Officers, and for all platforms, basic and advanced (some not yet available).

COMMAND COURSE AND COMMAND COURSE INSTRUCTOR.

Command Course training is done by the Command Course Instructors (CCI) and Command Course Instructor training is done solely by the Upper Chain of Command. All training material is designed and approved by the Upper Chain of Command. All CC candidates and CCI are certified by the Upper Chain of Command.

QUALIFICATION COURSES (BASIC AND ADVANCED).

- All qualification courses, material, instructors and certification fall under the direct authority of the CTF and CST, CSS and CAG for specifics.

- All training material, designed under the supervision of the CTFs, must be first approved by all CTFs, then by the uppr CoC. At that point, that material becomes the official GNSF training material for that specific course. Only that material shall then be used to train and certify GNSF Officers in that particular discipline. Copy of the training material (all documents and mission packs) is sent to the NA for safe keeping and further distribution..

- CTFs are responsible for selecting and qualifying the Officers who will dispense the different courses. These Officers will receive the INSTRUCTOR ribbon from their CTF and will therefore be known as GNSF Instructors.

- All certifications are issued by the CTF and copied to the NA, upper COC and DOP.

- Student training activities (game or class) shall be reported as a normal game DRAW by the student. (Kills by the student can ONLY be counted on the graduation dive/flight/cruise/mission.)

- Instructors training activities (game or class) shall be reported on the special "Instructor's Report Form" at the Naval Academy site.

- Non Official maps can be used for training purposes at the discretion of the instructor.

 

GNSF-SO-006 Multiple Kill Dive Awards

ALL awards to a diver for multiple kills in a team or FFA game are to be reviewed and issued by the DCNO. The following procedure shall be used for any requests for a multiple kill dive award.

The requesting officer must Email a copy of the divers log to this office with the request for the award he believes is appropriate. For the award to be considered, the dive MUST meet the following minimum requirements.

The dive can NOT be a knife fight. A knife fight dive will be considered ANY dive where the diver has either a HF contact or sonar trace on another player within the WF period. This pertains to the conditions at game start, and not conditions created by another players actions (i.e. active sonar, going to flank etc.) the term "another players actions" refers to a player not yet being seen giving himself away through his own actions. This can be by an active sonar ping, dropping harps "live", using RADAR, running at flank, or other "actions" like these.

- The statement “superior force” means ALL divers killed were of a higher rank than that of the diver. As an example, if a diver is ranked RDML it does not matter if he kills 12 LTs, no award will be issued.

Once the dive is determined to meet at least the above conditions it can be submitted to the DCNO for review. One important thing here is that the award will be based on the divers report. If I get a report saying, “I killed bob, frank and Jim… the end” chances are I will not look any farther. One of the reasons an award is given is to reward a divers skill and actions in combat. The only way to know what he was doing and thinking is for him to report it.

GNSF-SO-007 Erroneous reports


CTF/CAG/CST/CSS are to review all reports and correct any errors found. They shall also keep track of the offending members and make sure they are notified whenever one of their reports is corrected. Any officer with 3 or more offenses per month will be excluded from the Player of the Month and Battle E competitions for the given month.

Members should take care to report properly and according to the ROE. If they spot an error on their report after posting it, they shall notify their XO/CTF immediately, and no penalty will be incurred if their report has not been reviewed yet.
Cadets are exempt from this order and their reports may be amended by the Naval Academy Staff with no further repercussions.

GNSF-SO-008 Challenges

Challengers must be part of an online group that is not listed in our "Hostile" list.

Approved Players List

When the GNSF recieves a Challenge from an outside group by means of our Challenge request page, the Director War Department will immediatly contact a CTF and request an Officer or Team of equivalent strenght to defend our colors. HQ Task Force Members can also be utilized by the CTF. The CTF will also chose back-up (s) in case one Member cannot make it. A Team Leader will be chosen and the list of the player sent immediatly to the DWD.

The DWD will then chose a map and send it to both Team Leaders. The War Department will set a date and make sure all agrees.

On that date, there is NO turning back. The match is on NO MATHER WHAT!. The WD will have a set- up Officer host the match and he will go in as an Observer (for GR). There is NO time limit for Challenge matches. The object is to completely eliminate the opponents. Anything less is counted as a lost! So no draws, no DNF. Win or loose!

All GNSF players will log the usual way but the Team Leader will send a report to the CTF, DWD, DDWD, DCNO, CNO and FADM. All Challenges actions will be recorded by the CoC as war actions for further award purposes.

GNSF-SO-009 Awards, promotions

All awards and/or promotions must be processed and handed out with 24 hours of the requirement being met. Constant monitoring of the score board is imperative. A copy of the award/promotion must be sent to the recipient, and cced all the way up the CoC (DCNO, CNO and FADM), including the DDOP and the DOP who will update the recipient's record, and the TF's CAG, CST and CSS.

GNSF-SO-010 Command Course

The GNSF Command Course is mandatory for all GNSF Command Staff position (dark blue boxes on the CoC Chart) and for promotion to the rank of Captain. The Command Course must be done prior to any staff appointment. LT and above can apply via their CO for the CC. They will be assigned to a Command Course Instructor and directed through the process. In the event of a failed final exam (CC2), the course will be suspended for a period of one month. After that period, the candidate will have a maximum of two months to retake and pass the exam. Failure to succeed will forfeith the course and the candidate will have to start all over again after a 6 months waiting peroid.

GNSF-SO-011 GNSF RANK and AWARDS CREDIT POLICY

When a member from another online organization joins GNSF, some of his former career achievements can be credited to his new GNSF personel record, providing that all are duly documented and that the former organization is recognized by GNSF. Rank, however, is not credited and ALL new GNSF members start as a Cadet and have to go through the Naval Academy.

As for points and awards, the following applies in ALL cases:

- Battle and duty points are not transferable (points are rank related).
- Schooling is credited, as long as we have the equivalent here in GNSF.
- War related awards are fully credited since they are specifically individual achievements.
- All other awards witch are in relation with services rendered to another group do not concern GNSF.

When a former member of GNSF rejoins, ALL his former career achievements can be credited to his new GNSF personel record, providing that all are duly documented. Rank, however, is not credited and ALL new GNSF members start as a Cadet and have to go through the Naval Academy. Of course, their stay will be greatly shortened but they will still have to be familiarized with our ROE, SO (Standing Orders) and report process.
