Sir:
As per the attached orders from Fleet Admiral Stern, I make my intentions clear to carry out the implementation of GWO-1, based on Intel and my assessment at the time. Should a situation arise that requires implementation of GWO-1, I shall inform you as per my tasking, the specific subsection that shall be implemented. As per tasking, subsection a and b shall not be used. Should an implementation be required, GNSF on site personnel shall be tasked with carrying out the implementation of the order. Should on Site GNSF personell be incapable of carrying out such implementation, or if subsection d is chosen, the order shall be carried out by SSN 571 GNSF Shark, in the form of a TLAM salvo from its stationed location.
Please refer to GWO-1 attached below, specific subsections c and d.
General War Orders (GWO)
GWO-1. Captured Critical Command Staff
In the event a members of the command staff with sensitive knowledge, high level command access code, or combat plans and deployment info is captured by enemy elements, the following shall be implemented.
- All command and complex access codes shall be changed
- All EAM and code books shall be changed and rotated to RED section 4
- All comm. traffic shall be shifted as per RED section 4
- All details of the incident shall be considered security level 2 or higher and kept as such
- Determine the location of the hostage Command officer and try to determine their condition
The highest officer in command shall issue a GWO-1 with the appropriate sub level, based on the threat of command compromise.
a) Initiate discussions for the release of the hostage personnel via direct GNSF diplomatic channels
The active command staff shall attempt hostage negotiation via direct GNSF diplomatic channels and/or outside diplomatic channels. No action or attempt at rescue is authorized at this time. The command officer issuing the GWO-1a shall at his discretion continue the efforts or move to another sub section.
b) Initiate a covert Ghost rescue of the hostage personnel without placing hostages in jeopardy
The active command staff shall attempt hostage rescue of the hostage personnel with ROE set for weapons hold throughout the rescue attempt. Forces that are detected or come under fire are to be evacuated and the recue aborted. The command officer issuing the GWO-1b shall at his discretion follow the EVAC on a failed attempt or issue a release from weapons hold. All hostile casualties shall be kept to a minimum.
c) Initiate a covert Ghost rescue of the hostage personnel without prejudice
The active command staff shall attempt hostage rescue of the hostage personnel with ROE set for weapons free. Forces shall use any means required to either retrieve the hostages. If however the hostage personnel cannot be extracted then every effort should be made to terminate them.
d) Initiate termination of complex and hostages.
The active command staff shall not attempt hostage rescue of the hostage personnel, but initiate complete destruction of any complex where the hostage personnel are being kept. Forces shall execute weapons free and execute without prejudice the complex and all personnel in and around it. While ground forces can be used, Air and TLAM attack is preferable. Use SATCOM to verify complete destruction and 100% casualties.
